Section 4.16: Tagging an Image without a Caption (Using the Reading Order Tool)
The Reading Order Tool is another way you can tag objects in your PDF. Manual tagging is the best way to tag objects. However, there are some cases where tagging with this method can be useful. Here is an example for tagging an image.
Open the Reading Order Tool.
Select the image by drawing a box around it with your cursor.
Click the Figure button in the Reading Order Tool.
Open the Tags Pane.
Right-click the Figure tag.
Select Properties.
In the Tag tab, enter the alt text in the Alternate Text field.

Open the Reading Order Tool.
Select the image and caption by drawing a box around them with your cursor.
Click the Figure/Caption button in the Reading Order Tool.
Open the Tags Pane.
Right-click the Figure tag.
Select Properties.
In the Tag tab, enter the alt text in the Alternate Text field. In 150 characters or less, describe the image. If you have a caption of the image, include text on the caption.
